Officer(s) involved: Sylvania Township Police Officer Kyle Andrews

What prompted the initial contact with police? On March 21, 2021, Sylvania Police responded to a 911 call of a residential burglary in progress by an unknown male. Upon responding to the house and locating the man, Eduardo Parra, he ignored the officers commands, said he was armed and took off running.

Actions taken by subject towards police: As the officer chased him, Parra reached into his pants as if to acquire the firearm he said he had, motioned like he was raising it and turned towards the officer.

Reactions by the police: Believing Parra was about to point a loaded firearm at him, Officer Andrews fired his weapon, striking Parra three times.

Outcome of investigation into the fatal police incident: Officer Andrews was determined to have acted reasonably by a Lucas County Grand Jury.

What could the subject have done that day to still be alive today? Not burglarize a house, prompting a 911 call and contact with the police; Comply with the officer when confronted in the house; Not tell the officer he was armed, run away from him, nor make believe he was attempting to shoot him.

Miscellaneous: Sylvania Township Police Officers are not issued a bodycam.

Justified Use of Deadly Force? YES. Based upon Parra’s criminal actions and subsequent statement about being armed followed by his motions typical of someone accessing a weapon, Officer Andrews reasonably feared Parra was about to shoot him and justifiably used deadly force to defend himself.
