Criminal Activity History/Involved: Yes, Lowe had previous arrests for “grand theft auto with a firearm, conspiring to commit a crime, child endangerment, possession of an assault weapon and carrying a loaded firearm in a car or public place.” /Yes, Lowe had just committed domestic assault.
Mental Illness: Neighbors reported Lowe had been acting crazy and choking his son while telling Officer Freer to kill him is certainly not normal.

What prompted the initial contact with the killer? At approximately 10:07 on May 11, 2021, Police Officer Jimmy Inn responded to a 911 call of a woman bloodied and with ripped clothing heard yelling by her neighbors. Officer Inn knocked on the screen door of the suspected residence of the domestic assault and stepped to the side awaiting a response.
Actions taken by subject toward police: From inside the house, Lance Lowe said “Hey Police” in a soft, non-threatening voice as he opened the door with a gun held just below his chest pointed Officer Inn. As he stepped towards the officer, Lowe fired his weapon several times, fatally striking Officer Inn as seen on the bodycam video.
Reactions by the police: Officer Pancho Freer, engaged in a gun battle with Lowe after he arrived at the scene and saw Lowe standing over Officer Inn. Lowe retreated to his house and then came out choking his nine-year-old son telling the officer to shoot him. When a nearby civilian tackled Lowe, breaking his hold on the child, Officer Freer moved forward, and shot Lowe several times killing him.
How murdered? Officer Inn was ambushed and shot at close range within mere seconds of arriving at a house where a domestic violence incident had just taken place.
What could have been done differently for the officer to still be alive? Officer Inn would have had to have a shield in order to still be alive.
Would the officer have been justified to use deadly force before being murdered? Officer Inn never even had a chance to react.
Outcome for the cop-killer: Lowe was justifiably shot dead by Officer Freer after Lowe was knocked to the ground by a brave civilian and the boy was out of the line of fire.
Miscellaneous: Lowe was sentenced to five year in prison in 2018 for the crimes he was arrested for on February 5, 2017 – but he was released on parole in April 2020. Had Lowe still be incarcerated serving his five-year sentence, Officer Inn would still be alive!
