What prompted the initial contact with the killer? On April 2, 2021 Capitol Police Officers William Evans and Ken Shaver were manning a barricade outside the U.S. Capitol building in Washington D.C.
Actions taken by subject toward police: Noah Green intentionally drove his vehicle, a blue Nissan Sentra through the barricade, striking Officers Evans and Shaver. Green then quickly exited his vehicle and attempted to stab the officers with a knife.
Reactions by the police: Officers fatally shot Green and rendered aid to the injured officers.
How murdered? Officer Evans was ambushed by a driver who intentionally rammed the barricade he was assigned to.
What could have been done differently for the officer to still be alive? Impenetrable barriers at the checkpoint for the officer to be stationed behind. The driver or vehicle could have been shot, disabling it before reaching the barricade.
Would the officer have been justified to use deadly force before being murdered? Without seeing a video of the incident it is difficult to know if Officer Evans saw the vehicle approaching or was dealing with another passerby. Given the use of suicide car bombs at government targets, had either of the officers seen the vehicle approaching their barricade at a high-rate of speed they would have been justified to shoot the driver or vehicle to disable it.
Outcome for the cop-killer: Green was justifiably shot dead by one of the officers at the scene as he lunged at them with his knife.
Miscellaneous: Green was reportedly “a member of the Nation of Islam” and had “a penchant for alarming rhetoric.” Activist, Bishop Talbert Swan, took issue that “Green was fatally shot as compared to the Atlanta spa shooter who was armed with an AR-15 at the time of his arrest.” What Bishop Swan and that media outlet fail to point out is that when apprehended hours after the shooting, the Atlanta spa shooter followed the officer’s every command and peacefully surrendered without any weapons in his hands.
