Criminal Activity History/Involved: Yes, Shaud had prior convictions for an assault in 2018 for which he received probation and another assault in 2019 which he was sentenced to up to 23 months. In 2021 a protection order was filed against him after he physically abused his infant daughter. / Yes, Shaud was in the midst of committing a burglary during a domestic incident.

Mental Illness: Yes, Shaud’s family reported he had a history of mental illness which he refused to be treated for.

What prompted the initial contact with the killer? At around 3:30 p.m. on March 31, 2022, Lebanon Police Lt. William Lebo and three other officers responded to a domestic disturbance at a house in their jurisdiction. Upon arrival, the officers located the complainant outside his house and he informed them that his relative, Travis Shaud had broken into the house and was inside.

Actions taken by subject toward police: As soon as the officers entered through the rear of the house, Shaud opened fire on them with a handgun he found inside the home. Lt. Lebo was mortally wounded, two of the other officers were critically injured and the fourth officer was not hit.

Reactions by the police: The officers returned fire, killing Shaud in the gunfight.

How murdered? Lt. Lebo was ambushed and fatally shot while handling a domestic burglary.

What could have been done differently for the officer to still be alive? The officers would have had to set up a perimeter and call for Shaud to exit the house – something that is not typically done unless they have reason to believe the subject is armed and dangerous. Even if officers had done that, there would have been the potential for Shaud to shoot at them while on they were on the perimeter.

Would the officer have been justified to use deadly force before being murdered? The officers were ambushed as soon as they entered the house and never had a chance to pre-emptively use deadly force to defend themselves.

Outcome for the cop-killer: Shaud was justifiably shot dead by the officers at the scene.

Miscellaneous: Lt. Lebo was in his 40th year of service and one month away from retiring.
