Criminal Activity History/Involved: Yes, Sheangshang served over 13 years in prison and is considered a “persistent felony offender,” his criminal history spans multiple states, goes back 25 years and includes aggravated robbery, felony assault, marijuana possession and receiving stolen property. / Yes, Sheangshang had two active warrants and was a felon illegally possessing a firearm when pulled over by Deputy Conley.

What prompted the initial contact with the killer? At just before 5 p.m. on May 22, 2023, Scott County Deputy Sheriff Caleb Conley conducted a traffic stop on a vehicle operated by Steven Sheangshang.

Actions taken by subject toward police: As Deputy Conley was walking toward Sheangshang’s vehicle, Sheangshang shot and killed him.  Sheangshang fled the scene, shot another man while carjacking him and driving to a house to hide from police.

Reactions by the police: Officers were alerted by a civilian that Deputy Conley was shot and then an hour later they received a 911 call from the man that was carjacked by Sheangshang. Using traffic cameras and the plate reader system, the officers were able to track Sheangshang with that stolen car to a house where they arrested him without further incident.

How murdered? Deputy Conley was ambushed and shot while conducting a traffic stop.

What could have been done differently for the officer to still be alive? NA, officers are at great risk when they are out in the open approaching a vehicle during a traffic stop and may not even see the weapon being pointed at them until it is too late.

Would the officer have been justified in using deadly force before being murdered? Deputy Conley did not have a chance to use deadly force to defend himself.

Outcome for the cop-killer: Sheangshang was shortly after and faces multiple charges including “murder of a police officer, possession of a handgun by a convicted felon, burglary, theft of an automobile, wanton endangerment, and fleeing/evading police.”

Miscellaneous: Sheangshang is a career criminal who was out on parole and had active warrants for burglary, he should have still been in prison and Deputy Conley could still be alive.
